How do I drain the fuel?

Siphon? If the 1990cq fuel pump is under the edge of the car like a 4000, I would guess pulling a connection there is a decent way to drain the old fuel. How crucial is it to change the oil and brake fluid prior to initial cranking? My primary goal right now is to determine if the car will start. It would be easier to delay the oil and brake fluid change as long as I don't risk causing bigger headaches. I would plan to change those as soon as the car can run.
