Do you have enough air in tires? Low air pressure will squatify the tire and bulge sidewall.
As someone has said before, the tire shouldn't hit the upright regardless of the UCAs and LCAs.

In any case, if they are hitting you'd probably want the 5mm clearance, ~.2"...less than a ¼".
