Think my power steering pump is bad in my 03 S6

.Started car the other morn and heard a bunch of whining from the engine. Popped the hood and checked the power steering fluid and found it's very frothy. So I put some more fluid in. Once I got home there was some overspill and the froth was gone and it was clear.
I made sure the fluid level was good yet there's still a whining not as loud as before but still whines.
I'm thinking the pump is going.
Where can I get a new one ?
