You mill a bar of stock to the outer dimensions, then you use just one more setup and come through with a big fat cutting head and cut that notch out of it. Then you slap it on the band saw and cut multiple blocks out of it, and finish it on the sander. Even by hand it should take even the most inept machinist essentially no time whatsoever.

My only milling project was a water block, but it did have a slightly complex passage in it and I had to use a plunge mill which is somewhat tricky to do by hand. I'm no expert, but I've milled. The tolerances on this part are so non-critical that people are making them out of wood by hand already.
