The purpose of a lower-temp thermostat is to handle a wider range of loads. No thermostat increases the capacity of the cooling system, but it does permit the temp to fall lower during periods of low load. North America has the widest range of climate conditions of any automotive market, so there is a tendency to account for both the highest and lowest temperatures in automotive designs for this region. Therefore you'd expect e.g. NA and Africa to get the lowest-temp thermostat.

If you plan to encounter a range of weather conditions, I wouldn't go all the way to the hottest thermostat. That might be good in northern Europe though, where you want the most possible oomph out of the heater core.
