Yeah cooling on one side only is usually low gas. Runs out of liquid on one side.

It is possible for the AC compressor to turn but not provide enough delta to cool air effectively so you might be low on charge but not low enough to cause the low pressure valve to cut out the AC compressor to protect it from eating itself due to no oil flow in the refrigerant.

My next step would be to look at the pressures or at least the low side with the AC on and off.

It could be something with the brains and the hot water and all that but then you'd probably see AC cooling (far below ambient temp) before the engine is warm or something.

A kitchen thermometer to stick in the AC vent is also a helpful diagnostic tool. That can help you determine if it's cooling but not much vs not cooling vs actually heating the air.
