Is there such thing as potable-outdoor-freezeproof plumbing pipe?

Been searching for a little while and I cannot find any.

I would like to install a recirculating system for our hot water, so it is instantly hot at the tap. However, I don't want to use the cold water line as a return to the hot water tank because then I'll have to wait for the cold water to get cold.. So, I'd like to run the hot water return under the deck, outside. However, if there is a power-outage when it's below freezing, then the pipe will freeze solid.

Any suggestions?
