First, they are in the early days of perfecting the manufacturing processes. Second, a rational decision on their part would be to improve the quality of the 3 instead of delivering faulty product. They have customer orders that represent at least a couple of years of production. They have the customer deposits, and if customers cancel (because they hear it is faulty) then Tesla must refund the cash deposits. (An important consideration for a company that is burning cash). Third they make more money on the S, and X per vehicle. So if someone wants a car sooner they should direct them there.
The risk of course is that competitors bring real choice and people will not wait for Tesla to figure it out. We will see.
