Too many people in cars and not enough roadways to handle the volume. Simple supply and demand.

Every time I travel I love watching the local morning news traffic segment. Most other major cities have a vast highway network that give commuters several options into & out of the city. Boston has only two highway options and no available real estate to build any more. It's not a bright future in terms of commuting.
