specifically my '04 Passat, also heard of pads being dusty, but I never had a problem, bought with only 10k on it so I am sure they were stock. Maybe the stock replacement pads are no longer dusty?

When I did replace the rears I went with PBR deluxe, was fine with. Next time I went with VW factory which at the time was Akebonos in the box. Finally did VW factory fronts and they were labeled ATE. All of them were not dusty. Now at 150k miles.
