They can be quite stuck in there and if so, using a hammer will destroy the threads which isn't an issue if you are replacing the arms anyway. BUT, the tool can save you lots of time and energy from swinging a hammer for what can feel like an eternity.

I think us owners that see road salt may have more of a problem with seized CAs than others. My $0.02
