Ignition switched fuses??

I'm wiring a Bluetooth module and want to make sure it is OFF when the car is off. I've tied it to various fuses and they all seem to be constant on. For instance wouldn't the rear window defogger be active only when the car is in? What am I missing here ?

Btw: I hard wired a GPS in my A6 without any problem. Fired it when I started the car...
