Think this is the culprit. The old ISV was most definitely working, whereas this one came off a used motor and I have no idea if it was working or not. I'm going to swap my old one in after I get off work and see if that makes the difference.

If it doesn't fix it, next step will be to swap the old, definitely working TPS with the one that is currently in there, again, from the replacement motor and not tested. Probably should have done this to begin with... stay tuned!
