Buying a car in PA and taking it to NC, do I still have to go to a PA notary?

We bought an old Saab in Chester County that hasn't been tagged in years. It doesn't run but restorable. My dad is taking it down to his shop in NC and will register it there when the time comes.

Do we still have to go to a PA tag/notary office to have the title signed over or can we just have it signed over at delivery and handle the title work in NC?
